End-user Changing District

If a teacher moves from district 'A' to district 'B' (assuming that district 'B' has a staff snapshot record in SIRS), the teacher only needs to change their username/email address to match the new district. In this scenario, the account does not need to be deactivated or a new PIN generated if the teacher can answer his/her security questions.
