Highly Qualified

Highly Qualified (HQ) is a term used at the federal level to determine if a teacher has properly demonstrated content knowledge in order to be assigned to teach a core course. In NYS, core courses are: ELA, Reading, Mathematics, Science, Social Studies (including history, geography, economics, civics and government), Foreign Languages, and Arts (including art, dance, music, theater, public speaking, and drama). Highly Qualified status is determined based on the assignments teachers selected when completing an ePMF form earlier in the school year and a match with the certifications they have on file with the Office of Teaching Initiatives. Proper certification should be in place when reporting these assignments as of “BEDS Day.”
